ISC CALLS FOR ACCELERATION OF E-PROCUREMENT
The Information Society Commission is concerned at the pace of progress of the Government’s e-procurement strategy since it was finalised at the end of 2001. The projected savings are EUR175million per annum although international estimates are even higher. Stressing the importance of building on this momentum moving forward, the Commission highlights the following key messages for Government in its report: Resourcing the strategy in terms of an invest-to-save proposition; enhance functionality of the e-tenders web site; consider alternative delivery models in a climate of budgetary constraints eg fee-for-service arrangements with private sector partners; supporting SME adjustment with support programmes and consider specific targets that 20 percent of its procurement needs be sourced from the SME sector. NATIONAL HEALTHLINK PROJECT GOES ON-LINE
A new national healthcare initiative that makes innovative use of the internet will lead to significant service improvements for patients, doctors and hospitals across the country with greater efficiencies in the primary and secondary healthcare sectors. The new service, HealthLink Online is free of charge to General Practitioners. The service means GPs can gain secure access to information on matters such as A&E attendance, laboratory and radiology results, discharge information, waiting list notification, Out-Patient appointments and death notification. IRELAND STREAMLINES BIRTH REGISTRATIONS
A new e-government project just launched includes the EUR9 million computerisation of the civil registration process. The project, entitled “eEnabling Life Event Data,” is jointly run by the Department of Social and Family Affairs and the Department of Health and Children. The project`s aims are fourfold: the modernisation and computerisation of the civil registration process, the automatic processing of child benefit (as a result of electronic birth registration), the implementation of an inter-agency messaging service in association with REACH, and the allocation of personal public service numbers (PPSNs). NEW GENERAL MANAGER FOR INEX – INTERNET NEUTRAL EXCHANGE ASSOCIATION
The Internet Neutral Exchange Association (INEX), Ireland’s Internet Exchange point, has announced the appointment of Senior Internet specialist, Barry Rhodes, as General Manager, with a mandate to promote the Exchange and greatly expand its membership from the current nine members. The INEX is a vital part of the Irish national Internet infrastructure, having provided the industry with scalable, robust, high-performance peering facilities since 1996. The Exchange enables Internet traffic passing between its members to remain within Ireland. This has the benefit of saving both parties significant International bandwidth cost as well as leading to better connection speeds (latency) for their customers. DIGITAL TECHNOLOGIES POST-SEPTEMBER 11: REPORT
Trends in information society technology will have a significant impact on the balance between citizens’ security and privacy, according to a report released today by the European Commission’s Joint Research Centre (JRC). The study on Security and Privacy for the Citizen in the Post-September 11 Digital Age: A Prospective Overview analyses the security and privacy implications of three emerging technologies: identity management (on-line services based on the identification of the user), location-based services (focusing on local positioning and tracking of the user) and virtual residence in an ambient intelligence environment (with smart and mobile electronic devices connected to our home, office, car etc.). SIEMENS RANK FIRST IN IP CONVERGED SYSTEMS
Siemens Group Information and Communication Networks (ICN) has announced that it ranks number one globally for IP (Internet Protocol) converged systems lines shipped, according to the InfoTech study “InfoTrack for Enterprise Communications: First Quarter 2003 Report – Global Edition.” According to the report, which is based on InfoTech`s own research, Siemens` market share of converged systems lines shipped is 38.6 percent globally. Converged systems are packet-switched systems that can be enabled to support legacy digital line cards and terminals.
