The Webmaster Developer course has been re-developed this year by trainer, Niall Kearns-Mills, who has been teaching it for almost ten years formerly with Interactive Avenue followed by Web Intellect. It is a workshop based course that teaches the latest (or most reliable) versions of server side web technologies such as PHP and ASP

NEW INFORMATION SOCIETY FACTSHEETS LAUNCHED
The first eleven ‘Factsheets’ on the Information Society have been launched, covering both policies (the EU’s electronic communications regulatory framework, the ‘.eu’ domain, intellectual property and digital rights management, radio spectrum and mobile communications, privacy and spam), and many of the EC’s Information Society Programmes (Information Society Technologies, eContent, eTEN, Safer Internet). PUBLIC SECTOR WEBSITES DISCRIMINATE
A new report launched today by Ennis Information Age Services (EIAS) shows that accessibility awareness among public sector websites is still noticeable by its absence. The latest report launched at the Irish Internet Association`s Internet Congress finds a high percentage of public sector websites are inaccessible to a portion of the population and in particular discriminate against people with a disability. With 323,707 people classified as disabled (CSO – June 2003), which accounts for 8.3% of the population in Ireland, this is an unacceptable situation says Ennis. The EIAS `Web Accessibility` report provides an analysis of the standards of accessibility achieved by 27 public sector websites, using eight criteria. HIGH NUMBER OF APPLICATIONS FOR GROUP BROADBAND
Minister for Communications, Marine and Natural Resources, Noel Dempsey T.D., has welcomed the level of interest shown in his Department’s Group Broadband Scheme. The closing date for the first call for applications was 11 October and over 50 applications have been received across 16 counties. The new scheme is open to all smaller and rural communities of less then 1,500 people. It will empower local communities to draw up and implement their own broadband plans either on their own, or in partnership with broadband service providers. The Government provides 55% capital funding – the maximum allowable under EU rules. Kilbeggan and Kinnegad, Co. Westmeath and Gaoth Dobhair, Co. Donegal have already been approved for the Scheme. www.dcmnr.gov.ie

EIRCOM INNOVATION THROUGH TECHNOLOGY AWARDS LAUNCHED
The inaugural eircom Innovation Through Technology Awards have been launched. The Awards will seek to recognise excellence and creativity in technology initiatives in the public sector. Ireland’s public sector is recognised as a global leader in using new technologies and systems to deliver Government services and the eircom Innovation Through Technology Awards will showcase this great work across six categories. Any public sector project is eligible for entry and there is no entry fee. The Awards are being run by Inside Government magazine in association with eircom. NEW INDEPENDENT TELCO APPEALS PANEL ESTABLISHED
Dermot Ahern TD, Minister for Communications, Marine and Natural Resources, today established an independent panel from which members will be drawn to hear appeals of decisions made by the Commission for Communications Regulation (ComReg). The Panel will be chaired by Hugh Mohan (Senior Counsel) and Member of the Bar Council. Each Appeal will be heard by three members, which will be selected by the Minister. The Appeal panel will be independent in the exercise of its functions and will determine its own procedures to hear appeals as expeditiously and informally as possible. www.dcmnr.gov.ie

COMMISSION APPROVES ITALIAN TAX BREAKS TO SMES INVESTING IN IT
The European Commission authorised today under the EU state aid rules the so-called Tecno-Tremonti Law in favour of small and medium enterprises investing in projects in the field of information technology. ARCHITECTURAL HERITAGE SITE GOES LIVE
A new website has been launched by the National Inventory of Architectural Heritage (NIAH) to highlight structures of architectural interest in Ireland. The role of the NIAH, which is part of the Heritage and Planning Division of the Department of the Environment, Heritage and Local Government, involves identifying and recording the architectural heritage of Ireland, from 1700 to the present day. Sites of interest are then rated as being of local, regional, national or international importance. The new website, www.buildingsofireland.ie, was designed to raise public awareness of the work conducted by the NIAH.
