CONSULTATION ON WIRELESS TEST LICENSING
ComReg operates a dedicated licensing regime for the testing of new wireless equipment and services, ComReg is proposing a number of changes to the existing test licensing regime to reflect more fully the needs of the wireless communications sector in Ireland. They have just launched a public consultation on this topic and would welcome your input. The new proposals are intended to make the existing test licensing regime more attractive to those involved in wireless research and development, and to encourage developers to choose Ireland as their preferred location for trialling new technologies or services in Europe. ComReg is also proposing to introduce a new class of trial licence to cater for public trials of novel or innovative radio services. UK ON-LINE AD CAMPAIGN FOR E-SERVICES
The UK government is launching an Internet advertising campaign that uses popular search engines to raise awareness of e-government services. According to a report by eGov Monitor Weekly, the Cabinet Office’s eGovernment Unit is sponsoring search results on Google, Overture and Espotting in a bid to drive traffic to the new Directgov site. When users of these search engines enter terms that match the keywords bought by the government, short text ads for the citizens’ portal will appear alongside or within the search results. The government has purchased search terms relevant to three key groups of citizens: parents, people with disabilities, and motorists. The paid listings will appear in results on the search engines’ advertising networks, which include Yahoo, AOL, Wanadoo and MSN, ensuring exposure to potentially millions of UK Internet users. The campaign is scheduled to run until the middle of October. Source: ENN www.enn.ie/frontpage/news-9546971.html

KINNEGAD, KILBEGGAN AND GWEEDORE SIGN UP
Dermot Ahern T.D., Minister for Communications, Marine and Natural Resources has announced the first three locations to benefit from the Government’s €25 million Group Broadband Scheme to deliver high-speed broadband into our smaller communities over three years. The first locations to sign-up are Kilbeggan and Kinnegad, Co Westmeath and Gweedore in Co Donegal. Representatives from the three towns met with the Minister in Dublin where details were released on the grant-aid and technology which will be used. Both Kinnegad and Kilbeggan will access broadband via wireless technology while Gweedore will utilise a combination of satellite and wireless. The Minister said further small towns and villages with populations of less than 1,500 will be announced in the coming weeks. Applications are currently being processed by his Department’s staff. The scheme aims to empower local communities to draw up and implement their own broadband plans either on their own, or in partnership with broadband service providers. The Government provides 55% capital funding – the maximum allowable under EU rules. Visit www.dcmnr.gov.ie/

NEW ECABINET UP AND RUNNING
Officially launched on 15 July by Minister Mary Hanafin, the new eCabinet system — Phase 1 — is now up and running. Full electronic Cabinet administration is now a reality. Every Government department can now electronically process documentation for Cabinet, from start to finish, starting with the initial draft of a proposal (“Memo”) for Government. The system is an innovative one. It facilitates the internal review and sign-off process within the sponsoring department and secure electronic consultation between departments, right through to submission of the resulting memorandum to Government. Significant benefits are already being felt by departments using the system, according to Cabinet Secretariat Manager Gary Davis. One department recently saved itself having to copy and manually deliver almost 10,000 pages of documentation associated with a legislation memorandum. Phase 2 is well advanced and will include briefing facilities for Ministers and a choice of single-page Memo overview formats for Cabinet Ministers. This will enable the quick absorption of key information. It is then planned to deploy the system permanently to the Cabinet table. www.taoiseach.gov.ie

COMMERCIALISATION OF 3RD LEVEL ICT RESEARCH IS NEEDED
Measures to promote the conversion of third level research into commercial products in the ICT sector are needed, according to ICT Ireland. A report launched today by ICT Ireland’s sub committee on intellectual property management has called on the government to create an environment for the successful commercialisation of third level research. The report calls specifically for the following measures:
· The establishment and funding of an intellectual property management and commercialisation centre of excellence for the ICT sector. This would be staffed by commercially experienced people.
· The introduction of financial incentives to encourage near to market and industry led research and development.
· A realignment of remuneration, promotion and incentive structures for researchers in third level institutes to recognise and encourage commercialisation of intellectual property arising from research in these institutes.
· A programme to educate researchers about intellectual property management issues

NETWORK CONVERGENCE GAINING MOMENTUM
Two-thirds of companies are planning to shift applications across most or all of their business to converged networks within the next five years, according to a new global survey. Implementation has already begun for 55% of firms, although most of these have deployed only in selected parts of the organisation thus far. The survey, conducted by the Economist Intelligence Unit and sponsored by Nortel Networks, explores the topic of network convergence with 103 executives representing over 17 industries across the globe. For the purposes of the survey, convergence is defined as the coming together of voice, data, video and other applications on a single broadband delivery platform—networks based on IP (Internet protocol). The survey findings, published in a white paper entitled ‘Deploy or delay? Converged networks in the enterprise’, indicate that, among convergence applications, voice over IP (VoIP) will attract the lion’s share of enterprise investment over the next three years. VoIP’s potential to slash telephone costs is currently a key motivation for executives in pushing network convergence, as is the broader promise of reduced network management costs. The majority of executives surveyed (57%) also hope converged networks will enable broader use of applications such as videoconferencing and collaboration software, which enables multimedia dialogue and document sharing between teams. Deploy or delay? Converged networks in the enterprise is available free of charge from the Economist Intelligence Unit’s Executive Briefing website (http://eb.eiu.com).

IS GOOGLE’S SHARE PRICE TARGET TOO HIGH?
In July, Google set a target price range of $108 to $135 a share for investors considering whether to bid for some of the 24.6 million shares the Mountain View company plans to sell to the public for the first time. Combining those shares with millions of shares held by insiders and employees, Google will have a stock market value of $29 billion to $36 billion right out of the gate. So is $108 to $135 a reasonable price to pay for Google shares? No matter how you slice it, Google’s suggested price range for its first public shares is no bargain, many professional investors said Monday. At the midpoint of that price range, Google would get a stock-market value of $32.6 billion — nearly as high as Yahoo’s, which has been around several years longer and makes more revenue.
