DATA PROTECTION & PRIVACY REGULATIONS ENACTED
The Minister for Communications, Marine and Natural Resources, Dermot Ahern has this week made Regulations in exercise of the powers conferred on him by Section 3 of the European Communities Act, 1972 (No. 27 of 1972) called the European Communities (Electronic Communications Networks and Services) (Data Protection and Privacy) Regulations 2003 (S.I. No. 535 of 2003). They give effect to Directive 2002/58/EC of the European Parliament and of the Council concerning the processing of personal data and the protection of privacy in the electronic communications sector. The relevant Regulations are the EC (Electronic Communications Networks and Services)(Data Protection and Privacy) Regulations, 2003. OPT IN LEGISLATION FOR EMAILS/SMS ENACTED
It is now illegal in Ireland to send unsolicited email or sms marketing messages to private individuals without their consent. At a recent Irish Direct Marketing Association meeting, participants learnt of the new regulations, which, if broken, could result in fines of up to €3,000 per message. www.ebusinesslive.ie/january04/january04art4.htm

INTERNET SOCIETY TO EXAMINE .IE REGISTRY
The Irish Chapter of the Internet Society (ISOC) has set up a working group on the .IE domain name. The purpose of the group is to establish a consensus on best principles for governing the .IE registry. The group will publish its conclusions in a formal report and this will be communicated to the public and to the Irish government. All are welcome to participate in the work. INDEPENDENT BODY CALLS FOR COHERENT APPROACH TO SPAM
EEMA, the independent, European association for e-Business, is calling for a co-ordinated legislative and technical commitment on a global scale to eradicate both the generation and the consequences of spam. EEMA is also seeking clarification from the European Commission on additions made to the Directive on Privacy and Electronic Communications (2002/58/EC*) specifically to combat spam. EEMA say that massive disparities in legislation implementation exist across Europe that are creating confusion for both businesses and governments. www.eema.org

Report: Information Society Statistics – Ireland 2003
This is the first CSO report on information society statistics in Ireland. Issued in November 2003 it contains information on how information and communications technologies (ICT) are being used in Ireland today, in the home and business. The report draws on a number of existing data sources, as well as two new surveys, which will provide information to monitor progress on the eEurope 2005 Action plan. PERCENTAGE USING DESKTOP PCS TO DECLINE
The US research firm Meta Group has predicted that less than half of computer users will mainly be working from desktop systems by 2006. Within two years, just 45pc of users will have a standard PC as their primary information device; 40pc will be using a notebook or tablet PC and the remainder using a kind of thin-client system or handheld device. SHORTLIST FOR O2 DIGITAL MEDIA AWARDS ANNOUNCED
McCann Erickson, Microsoft, Media Lab Europe, Riverdeep and the Revenue Commissioners are some of the companies, which have been shortlisted for the 2004 Digital Media Awards sponsored by O2 Ireland. Intel-AIB-Irish Times have secured four nominations in different categories for their web site www.skoool.ie. About 300 companies entered this year’s awards, the winners of which will be announced by An Tánaiste, Mary Harney, TD, at a ceremony in the Burlington Hotel in Dublin on 29th January. HP TO BUILD OWN VERSION OF APPLE IPOD
Hewlett-Packard has shaken up the high-tech industry, saying it will work with Apple Computer to build its own version of the Apple iPod and will include Apple’s digital jukebox software on its new personal computers. The best-selling digital music player in the market, rather than follow the lead of rival Dell by designing its own player, because the Apple product would be difficult to improve upon. NET NO THREAT TO NEWSPAPERS
Rather than compete for readership, newspapers have developed a collaborative relationship with the Web, according to a comprehensive survey by The Media Audit of 85 U.S. metro markets. The firm found that newspaper Web sites help to extend the reach of their print counterparts, minimizing rivalry between the two versions. Also, newspaper Web sites are updated throughout the day, which improves a newspaper’s ability to complete with television news programs with up-to-the minute breaking news information.
